Russia tries to maintain a policy of neutrality in Syria's conflict, as it believes that Syria should work out its problems by itself, and that other nations should not try to interfere in its problem.
Russia has shown its support for this neutrality by vetoing UN resolutions and supplying significant military aid to the regime. While these actions might seem contradictory to its policy, Russia has a justification for both of these.
Russia claims to have vetoed the UN resolutions in order to stop the UN Security Council's interference, and also because it was afraid that the US might loosely interpret the UN resolution (as shown in US's actions in Libya).
As for the military aid, Russia explains that it provides weapons only to the regime because other countries aim to arm the rebels (especially at the UN peace conferences), while no one tries to support the regime. Russia is simply attempting to even the scale between the two opposing sides.
