On account of the government's human rights violations and corruption, the civilians demanded economic and democratic reform. However, Assad failed to meet these demands, and the civilians' protests, which originally meant to be nonviolent, evolved into an armed rebellion.
This means that both sides are armed, and can inflict more damage on each other. To make matters worse, both parties do not wish to compromise, so peace cannot be reached.
